legitimately be given at the Persian port as the destination of a consignment of opium will be those in which the opium was bound for the Opium Konopoly. If I recollect rightly, however, the Government Monopoly obtains all ita opium from India and none from Fersia. you kindly tell me if this is a correct account of the situation If so, and if this illicit traffic between the Fersian ports and the Far East is to be stopped, the only course would seem to be to empower our Consular officer, before granting clearance, to require the ster of the ship to state in an affidavit the real destination of the opium; to require him to produce the certificate of the Government of the country of destination authorising the importation; and to enter into a bond for the delivery of the o fun at that destination. I am not sure whether the Forain Office powers ill extend as far as this, but before discussing the matter with them I should like to be quite sure as to the situation in Hong Kong + If you could share a few minutes to run in here and talk the matter over with me tomow or Friday, I should be very pleased.
